Conditions of Use

This is the complete and unaltered text of the New York City Transit Authority handout of the same title, theoretically available at all token booths at all MetroCard stations, but in practice, seldom seen.

This handout states the legal rights and obligations of the NYCTA and the MetroCard purchaser/issuer/holder, and contains information that you may find useful if you have a problem with your MetroCard.

Conditions of Use

The conditions of use under which a full-fare stored-value MetroCard is sold by the issuer and accepted by the purchaser, holder, and/or user are as follows:

  1. A MetroCard and its use are subject to all tariff provisions and rules and regulations of the New York City Transit Authority. A MetroCard is valid and will be accepted in payment for fares up to and including the expiration date printed on the card.
  2. MetroCards may be used for payment of fares only at turnstiles on which the MetroCard accepting mechanism has been placed in revenue service and is fully operational. Tokens can be used for the payment of fares at all turnstiles. MetroCards may not be used as flash passes.
  3. Additional value, in $5 increments, may be added on to a MetroCard at a token booth in a station where the MetroCard system is operational at any time before the expiration date printed on the back of the card. In addition, if a MetroCard has value on it but such value is less than a single fare, the amount required to bring the card up to the value of a single fare may also be added before the expiration date printed on the back of the card.
  4. The maximum MetroCard-related transaction amount at a token booth is $80. The maximum amount allowable on the card is $100.
  5. The full current value on a valid MetroCard may be transferred to a new MetroCard at a token booth in a station where the MetroCard system is operational. This may be done at any time not later than one year after the printed expiration date on the card from which the value is being transferred. Any remaining value on a MetroCard that is not transferred to a new MetroCard within one year after the printed expiration date on such card is permanently and irrevocably surrendered by and unavailable to the holder of such Metrocard. The holder must surrender to the token booth clerk the card from which the value is being transferred.
  6. MetroCards are not accepted at token booths as payment for the purchase of tokens.
  7. The value remaining on a MetroCard will be refunded to the holder thereof only in accordance with the following procedures:

    • The holder must appear in person at the MetroCard Customer Service Center on the ground floor at 10 Columbus Circle ( 59th Street and Broadway, Manhattan ) between the hours of 9 A.M. and 5 P.M. Monday through Friday ( except holidays ) with the MetroCard not later than one year after the printed expiration date on such card;
    • The holder must provide acceptible photo-identification documentation to the customer service agent, together with a mailing address and telephone number; and
    • Once the validity of the card and the remaining value have been verified, a check in the amount refunded, payable to the order of the holder, will be mailed to the mailing address provided by the holder.

    No other refunds or redemptions will be permitted.

  8. MetroCards that have been altered or tampered with will not be refunded, redeemed, or exchanged.
  9. MetroCards that are malfunctioning, damaged, or mutilated but contain enough information to enable verification of their validity for replacement will be replaced:

    • At token booths in stations in which the MetroCard system is operational. However, for MetroCards that are malfunctioning, damaged, or mutilated to such an extent that their validity cannot be verified on the equipment at the token booth, the holder will be provided with a prepaid mailer addressed to the MetroCard Customer Service Center, in which case the procedures in the next paragraph apply.
    • By mail to the MetroCard Customer Service Center, at 10 Columbus Circle, New York, New York 10019. Requests for replacements by mail must be accompanied by the MetroCard being replaced together with the name and mailing address of the person to whom the replacement card should be sent. The holder assumes the risk of loss until the card is received by the MetroCard Customer Service Center.

    MetroCards that are malfunctioning, damaged, or mutilated to the point that their validity cannot be verified will not be refunded, replaced, or exchanged, and any value that was on the card is permanently and irrevocably surrendered by and unavailable to the holder of such MetroCard.

  10. Lost or stolen MetroCards will not be refunded or replaced.
  11. MetroCards are to be purchased only from token booths and authorized sales agents. The New York City Transit Authority is not responsible for fraudulent cards if the cards were not purchased from a token booth or an authorized sales agent.
  12. Sales outlets for the MetroCard, including token booths, may not be equipped to handle certain customer service inquiries or complaints. If you have a problem with your Metrocard that cannot be resolved at the station, or if you have a different problem with or a question about a MetroCard, call 212-638-7622 if you are within the five boroughs of New York City or 1-800-METROCARD if you are outside of New York City. Have the card available so that you can read the serial number and expiration date to the customer service agent who will assist you.
  13. The Metropolitan Transportation Authority and its subsidiaries and affiliates, including the New York City Transit Authority, and the City of New York, and the State of New York are not liable for any special or consequential damages associated with or resulting from the failure, malfunction, or disabling of a MetroCard or the MetroCard system.
  14. The MetroCard is currently being issued by the New York City Transit Authority. However, as the MetroCard system evolves, the New York City Transit Authority may assign its rights and obligations relating to the MetroCard to another entity, in which case the holder of a MetroCard agrees to look solely to that new entity as the issuer and obligor of the Metrocard. The issuer of the MetroCard reserves the right to make modifications and revisions to these conditions of use, which modifications and revisions may be made applicable to outstanding cards
