Alumni,

We're less then 2 months to our golf tournament. Please we need help in getting hole sponsors. If you know of a business or person that would be willing to sponsor a hole. $300 for straight hole sponsor or $500 includes a foursome and lunch. Both include a tee box sign and advertising on our basketball website. Attached is the golf brochure and a couple examples of a business and family that were hole sponsors for our tournament before and what the 3' x 3' tee box sign looks like. This tournament is a way for us to continue to support our summer and season basketball for the players. Any help is appreciated.

This is the last screen on the complaint form at IC3. Keep clicking through up to ten screens of simple questions. They all lead to this form.

Hi Everyone,

This message is about the 3rd party payment service for guns known as Gpal, or GunPal before that. Down this message a bit you will see a link to file a complaint if you feel you have been wronged. The image on the right here is the form. If you have not been involved with making or taking payments through Gpal this message does not affect you.

This is solely a public service announcement. Gpal/GunPal has never been an authorized payment system on GunsAmerica. There is some confusion about this because some of the other sites where you can buy and sell guns did endorse and even integrate Gpal/GunPal into their websites. We did not, even though we were offered a "deal" out of the profits like everyone else, and it was for a reason that we didn't. A Paypal-like system for guns with similar fees in the 3% range is impossible for the gun industry.

Several years ago GunsAmerica tried to create our own third party payment system for guns. We even own the domain guncash.com. Unfortunately we discovered quickly that, when it came to "underwriting" such a system, our industry is too small. There is not enough money in it to risk the tens of millions of dollars to underwrite and FDIC insure all of the money coming and going.

It took us years to even find a Merchant Services company (merchant credit card accounts for gun dealers) that would deal with guns being sold online. To our knowledge, our Live Payments system through Electronic Transfer Inc. is the only merchant account approved specifically for guns online (FFL dealers only) through a secure internet gateway that is also approved for guns online (authorize.net is not). If a sales rep or anyone else tells you different, or if you are offered another 3rd party payment system for guns, question it. It is not necessarily that the banks are anti-gun. They are anti-risk, and we know what it is like to make your way up the banking chain explaining the very small risks involving guns and credit, even online. The chargeback rate for guns is far below the national average for other products.

Now, back to Gpal. Because even though we never endorsed Gpal or integrated it into GunsAmerica, a number of our sellers did take payments through them. Many have emailed us that they are unable to withdraw their funds now and have asked for help. We also have a lot of buyers who buy guns on all the online sites who are caught in the middle and have emailed us to see if we know anything.

I spoke to Carl Chapman from the Marin County District Attorney's Office, who is in charge of managing this case. The Gpal case is an open investigation, not a case that has been labeled criminal at this time. There are several agencies involved and as far as I can tell, nobody should assume right now that Gpal did anything illegal. Everyone who made and accepted payments with them trusted them to be a successful enterprise. This could just be a speed bump from which they have yet to recover. Even PayPal had speed bumps, and they too were accused of fraudulent activity at the time.

We are sending this email to let you know how to file a complaint. We have nothing to do with Gpal and have no knowledge of their relationships with other online gun buying and selling sites and/or internet discussion forums. We elected to not do business with Gpal from the start because of exactly these concerns.

Mr. Chapman has asked that all complaints go through The Internet Crime Complaint Center. The URL for the form is at http://www.ic3.gov/complaint/.

Don't worry, this is not a black hole of government inaction. All the complaints for this case go right to Mr. Chapman in spreadsheet form that is easier for him to deal with than individual complaints on the telephone. There are SEVEN TO TEN SCREENS to click through of questions to get to the final form (which you see hanging on the right here). Hang in there! The questions don't really fit this case, but answer them as close to what makes sense. I clicked through a few times with different answers and it didn't seem to matter how you answered them. They all lead to the final form.

Hopefully the situation with Gpal will resolve itself and everyone will get their money back. Many small gun dealers, accepting the endorsements of trusted entities (GunsAmerica not being one of them), trusted Gpal and took payments through them. They need those funds! We pray that Gpal does make it through and that no fraudulent activity is found so that everyone gets their money. The gun industry is a very small place and we are attacked from the outside by people and organizations every day. It is better for all of us to assume the best in each other, not the worst, and let the problems work themselves out if at all possible.

Whether you choose to use Gpal now or in the future is up to you. We do not authorize any third party payment system. It is still a free country to some extent. And we most likely will not be updating our information about Gpal in the future as we have nothing to do with them. The only public support forum we know of was recently closed by those hosting them. Regular customer support at Gpal is support@gpal.net and the customer support phone number is 1-800-813-4725.

Thanks as always for being a part of GunsAmerica. -ph@ga

Hi, I was reading your posts in this thread:

http://www.ar15.com/forums/topic.html?b=3&f=18&t=527840&page=3

I am having issues with my SS 1-4x24 with the donut reticle. It seems that the reticle will not illuminate when the illum knob is turned clockwise, for instance when turning from 9 to 10. However, the reticle will illuminate most of the time when the knob is turned counter-clockwise, from 11 to 10. Additionally, if the reticle is illuminated I can turn the knob slightly (not enough to click to the next setting) and the illumination will turn off. I have tried the neoprene washer fix and stretching the spring fix that you posted in another thread and if anything, the problem has gotten worse.

I contacted customer service today and was given an RA number to return the scope. However, the person I spoke to said that I would have to pay to return the scope and should enclose the shipping receipt so that I can be reimbursed. Reading your post in the above thread, I see that this is not the way the return should work. Granted, the woman said that she is not the person who normally does returns and she would ask the person who does when she came back

This scope is on my patrol rifle and having to ship it back while waiting for a replacement would be a major problem for me. Please let me know if anything can be done to remedy the illumination issue or when the replacement battery caps will be available. If there is no easy fix , how I can go about getting a replacement scope? Thanks, Brandon

Hi, I was attempting to complete my application online and I came to the screen about the admission application fee waiver. It is my understanding that the admission application fee is waived for Park University graduates. Is there a code I need to get to enter into the online application and if so how do I go about getting one? Also, the instructions for the admissions essay are fairly vague. Do you have any advice as to what I should include in my essay? Thanks in advance. Brandon Musgrave

It will not cowitness on an AR. It is the mount that comes with the sight. To cowitness you need an aftermarket mount. I had it on an ADM mount that gave a lower 1/3 sight picture but I got a free Aimpoint T1 from work that I'm using on that mount now so I could not include it.

    Subject: Becoming an Illegal Alien
    Date: Wed, 2 Apr 2008 01:25:36 +0000

        The Honorable Tom Harkin
        731 Hart Senate Office Building
        Phone (202) 224 3254
        Washington DC, 20510

        Dear Senator Harkin,

As a native Iowan and excellent customer of the Internal Revenue
        Service,
I am writing to ask for your assistance.

I have contacted the Department of Homeland Security in an effort to
        determine
the process for becoming an illegal alien and they referred me to you.

My primary reason for wishing to change my status from U.S. Citizen to
illegal alien stems from the bill which was recently passed by the
Senate and for which you voted.

If my understanding of this bill's provisions is accurate, as an
illegal alien who has been in the United States for five years, all I
need to do to become a citizen is to pay a $2,000 fine and income taxes
for three of the last five years.

I know a good deal when I see one and I am anxious to get the process
starte d before everyone figures it out.

Simply put, those of us who have been here legally have had to pay
taxes every year so I'm excited about the prospect of avoiding two
years of taxes in return for paying a $2,000 fine. Is there any way
that I can apply to be illegal retroactively? This would yield an
excellent result for me and my family because we paid heavy taxes in
        2004 and 2005.

Additionally, as an illegal alien, I could begin using the local
emergency room as my primary health care provider. Once I have stopped
paying premiums for medical insurance, my accountant figures I could
        save almost $10,000 a year.

Another benefit in gaining illegal status is that my daughter would
receive pre-ferential treatment relative to her law school
applications, as well as 'in-state' tuition rates for many colleges
throughout the United States for my son.

Lastly, I understand that illegal status would relieve me the burden of
ren e wing my driver's license and making those burdensome car insurance
premiums. This is very important to me given that I still have college
        age children driving my car.

If you would provide me with an outline of the process to become
illegal (retroactively if possible) and copies of the necessary forms,
        I would be most appreciative.

        Thank you for your assistance.

        Donald Ruppert

Robin,

You are right, Gary is not an FOP member. But I do not think that should have any bearing on what we as a Lodge and law enforcement officers are doing. All we are doing is helping out a fellow law enforcement officer's family in a time of need. This was a very tragic accident and any assistance is always appreciated.

    Fellow E-Board members,

I don't know if this has any bearing on what we are doing, but I do not have an insurance card on Gary Lynch (which usually indicates he is not a member of our lodge) and I wonder if his son is a member of FOP Lodge 9, and if not, maybe we should check with President Soller to see what Lodge 9 is doing, if anything? This information and background may not be popular, but I think everyone should have it. I also think everyone should be aware that his spouse will be the recipient to the Federal Insurance in addition to any other benefits including his retirement. My main concern is in the area of immediate cash needed for such expenses as funeral expenses. Too much information and suggestions can be unpopular, but I think we all need to be on the same page. flow of free and easily accessible food.

But then the birds started building nests in the boards of the patio, above
the table, and next to the barbecue.

Then came the poop. It was everywhere: on the patio tile, the chairs, the
        table and everywhere.

Then some of the birds turned mean:

They would dive bomb me and try to peck me even though I had fed them out of
        my own pocket.

And others birds were boisterous and loud:

They sat on the feeder and squawked and screamed at all hours of the day and
night and demanded that I fill it when it got low on food.

After a while, I couldn't even sit on my own back porch anymore.

I took down the bird feeder and in three days the birds were gone.

I cleaned up their mess and took down the many nests they had built all over
        the patio.

Soon, the back yard was like it used to be...... quiet, serene and no one
demanding their rights to a free meal.

Now let's see....... our government gives out free food, subsidized housing,
free medical care, free education and allows anyone born here to be an
        automatic citizen.

Then the illegals came by the tens of thousands.

Suddenly our taxes went up to pay for free services; small apartments are
housing 5 families: you have to wait 6 hours to be seen by an emergency room
doctor: your child's 2nd grade class is behind other schools because over
half the class doesn't speak English: Corn Flakes now come in a bilingual
box; I have to press "one" to hear my bank talk to me in English, and people
waving flags other than "Old Glory" are squawking and screaming in the
streets, demanding more rights and free liberties.

Maybe it's time for the government to take down the bird feeder.

If you agree, pass this on.........

Hi Lorraine, well I just found out that I can't go to the national conference due to work. I had the days off in our leave book but I just found out that Tom Stewart and Neal Ronald (the only two other detectives in my squad) had already put in cards for August 13th and 14th even though it was not written in the leave book. I tried to see if someone from the other night detective squad could work for me but they are also one person short and are already covering for Stewart and Ronald so I have to work. I apologize for for the late notice but I just found out. Give me a call if you have any questions. Thanks, Brandon

                This is true and can be checked at ;
                http://www.snopes.com/politics/religion/australia.asp
Muslims who want to live under Islamic Sharia law were told on Wednesday to get out of Australia , as the government targeted radicals in a bid to head off potential terror attacks.
A day after a group of mainstream Muslim leaders pledged loyalty to Australia and her Queen at a special meeting with Prime Minister John Howard, he and his Ministers made it clear that extremists would face a crackdown. Treasurer Peter Costello, seen as heir apparent to Howard, hinted that some radical clerics could be asked to leave the country if they did not accept that Australia was a secular state, and its laws were made by parliament. "If those are not your values, if you want a country which has Sharia law or a theocratic state, then Australia is not for you", he said on National Television.
"I'd be saying to clerics who are teaching that there are two laws governing people in Australia : one the Australian law and another Islamic law that is false. If you can't agree with parliamentary law, independent courts, democracy, and would prefer Sharia law and have the opportunity to go to another country, which practices it, perhaps, then, that's a better option", Costello said.
Asked whether he meant radical clerics would be forced to leave, he said those with dual citizenship could possibly be asked to move to the other country. Education Minister Brendan Nelson later told reporters that Muslims who did not want to accept local values should "clear off Basically people who don't want to be Australians, and who don't want, to live by Australian values and understand them, well then, they can basically clear off", he said.
Separately, Howard angered some Australian Muslims on Wednesday by saying he supported spy agencies monitoring the nation's mosques.
Quote: "IMMIGRANTS, NOT AUSTRALIANS, MUST ADAPT. Take It Or Leave It. I am tired of this nation worrying about whether we are offending some individual or their culture. Since the terrorist attacks on Bali , we have experienced a surge in patriotism by the majority of Australians."
"However, the dust from the attacks had barely settled when the 'politically correct' crowd began complaining about the possibility that our patriotism was offending others. I am not against immigration, nor do I hold a grudge against anyone who is seeking a better life by coming to Australia ..." "However, there are a few things that those who have recently come to our country, and apparently some born here, need to understand" "This idea of Australia being a multi-cultural community has served only to dilute our sovereignty and our national identity. And as Australians, we have our own culture, our own society, our own language and our own lifestyle."
"This culture has been developed over two centuries of struggles, trials and victories by millions of men and women who have sought freedom"
"We speak mainly ENGLISH, not Spanish, Lebanese, Arabic, Chinese, Japanese, Russian, or any other language. Therefore, if you wish to become part of our society .. Learn the language!"
"Most Australians believe in God. This is not some Christian, right wing, political push, but a fact, because Christian men and women, on Christian principles, founded this nation, and this is clearly documented. It is certainly appropriate to display it on the walls of our schools. If God offends you, then I suggest you consider another part of the world as your new home, because God is part of our culture."
"We will accept your beliefs, and will not question why. All we ask is that you accept ours, and live in harmony and peaceful enjoyment with us."
"If the Southern Cross offends you, or you don't like "A Fair Go", then you should seriously consider a move to another part of this planet. We are happy with our culture and have no desire to change, and we really don't care how you did things where you came from. By all means, keep your culture, but do not force it on others.
"This is OUR COUNTRY, OUR LAND, and OUR LIFESTYLE, and we will allow you every opportunity to enjoy all this. But once you are done complaining, whining, and griping about Our Flag, Our Pledge, Our Christian beliefs, or Our Way of Life, I highly encourage you take advantage of one other great Australian freedom ,,,,
"' THE RIGHT TO LEAVE. ""
"If you aren't happy here then LEAVE. We didn't force you to come here. You asked to be here. So accept the country YOU accepted."
Maybe if we circulate this amongst ourselves, American citizens will find the backbone to start speaking and voicing the same truths!
If you agree please SEND THIS TO EVERYBODY YOU KNOW !!

Hi Rob, I hope you get this email tonight and are able to respond to it, I left my phone in another detective's car and that is the only place I have your number. I was hoping I could stop by your house tomorrow and pay for the lowers. If you can I'd like to meet you there around 5:30 because I have to pick up my daughter from Grandma's house by 7. If you don't get this tonight I will try and check my email sometime during the day tomorrow or you can call me at 991-4950 and leave a message. Let me know if tomorrow is O.K. Thanks, Brandon

Also, I guess the word got out because now we are up to 15 lowers. There are 5 of us total and I figured the new total amount would be $1621.50. I told everyone that 15 would be it so there won't be any more additions. Thanks

Phoenix officers think they are really giving up a lot and it appears they are making out pretty well. I just found out that Phoenix pays into their deferred compensation plans and the cops are yelling because they are not going to match the officer's contributions at the same rate.

I know no agency wants to give up anything, but Phoenix seems to be surviving the crisis pretty well.

Brandon and the rest of the Board,

After the meeting this coming Monday (2/1/10) I would like to have the board meet for a few minutes to discuss the membership cards and Sure-pay forms. I have a printing order on hold depending on what we decide.

Issues:

Do we really need a membership card that just gets file
If we do keep the membership cards do we want to include a box to check for "special members"
Lorraine's suggestion is to have the sure-pay form in triplicate vs duplicate where the third copy would be filed as the membership card

I will bring copies of both to discuss since they have different information on them. This shouldn't take long.

Thank you,

All I know about Mostert is what Sue sent us and if those people don't let
anyone know what is going on with their dissatisfaction we cannot help them.

Brandon,

We are due for a newsletter in February. Hopefully by then you will have a
grasp of what is going to happen with the furloughs and other money saving
schemes.

I have put a banner on our home page for the scholarships, so we won't have
any problems with the due date.

I am not putting the Hawley tournament application in the newsletter. Last
year we got challenged by the post office. I'll just advertise the
tournament and direct everyone to the website which has been updated
according to Jim Fillipelli's wishes.

Do you know what happened to Dave Mostert? He claims that we was not taken
care off by the ALC law firm.

I'll send out a reminder for officer reports to the e-board before the next
meeting.

You might want to give Jim the information from the Manager’s plan and
the Commander’s Association memo I inter-office mailed to you yesterday.
If you do not have it I will get you a copy to get to Jim. It is a
hardcopy but I am sure Capt McShea ( aren't you guys friends?) or JT
Turner will send you a copy if you ask for it.

TPOA sent out a new message from TPOA reference the proceedings in
group-wise that you can attach. I attached the little bit of Strader’s
power-point from a the one before that.

Maybe the ALC attorneys and labor experts can look at the budget
(available on-line) and talk to McShea, Strader, etc to get a better
picture of what kind of fight we have ahead of us, and see what we can
do to assist with the greater resources and larger FOP organization.

1. He is requesting their names be listed in the newsletter as retired like we do quarterly. I am looking into that already to check if I listed their names any time from their date of retirement (03-18-08) to present. I f I missed listing their names I will include their names in the next newsletter if that is ok with you.

2. They did not get their retirement plaque from the city along with their credentials and it appears he is requesting the assistance of the FOP to help them get that....that is beyond my scoop.

I will let David know he can contact you or you will be getting a hold of him reference #2 and if you like my game plan reference #1 I will take care of #1.

You can use FOP Cops & Kids and use it in a sentence such as "Tucson FOP
Lodge #1is taking children shopping for Christmas as part of their annual
FOP Cops & Kids."

It would make things easy and cheaper, plus if the rest of the nation uses
FOP Cops & Kids it will become a common slogan. Just a thought.

If we are going to trademark a name I don't think we can use FOP in the
title as the Grand Lodge already owns that. However, after we trademark a
name I'm sure we can use FOP in front of that name. I also think "FOP Cops,
Kids, and Christmas" is a little busy. Shop with a Cop and Breakfast with
Santa are simple but get the point across. That's why I suggested Christmas
with a Cop. Anyways, if we decide to go with FOP Cops, Kids, and Christmas
there shouldn't be a problem if we just trademark Cops, Kids, and Christmas.
Let me know.

I agree with Lorraine. I realize that the choice is not much, but
remember Miranda is really in charge! I remember the stalking issue and
I don’t understand how he got past a background check for the Chiefs’
position. He must know someone someplace. I think the best is to let the
politicians grapple with this. Brandon has to work with the next Chief
and no endorsement is better than the wrong endorsement politically.

To all,

I am not in favor of the endorsement letter and I do not think you can
endorse a candidate on behalf of Lodge #1 without the memberships
knowledge. If that will be your intention then you need to send your
message to the group list you have or bring it up at the meeting. I have
known Taz since I started with TPD in 1984 and since then he is all
about TAZ. Not to mention he is a stalker and nothing was ever done
about that and I think he will have the same type of admin. (cover ups
especially commanders) and don't forget he was one of those who
resigned FOP because of what we did with Schlitz. Once again I know the
alternative is worse but I will not endorse TAZ.

Lorraine

As I am sure you all know by now that Asst. Chief Villasenor has been
selected by the City Manager for the job of Police Chief. It has come
to my attention that Asst. Chief Leavitt’s political machine (and by
that I mean special interest groups and political groups with whom he is
affiliated) is pressuring the Mayor and Council to not approve Chief
Villasenor’s appointment, thereby forcing the City Manager to select
Chief Leavitt. Additionally, given that Chief Leavitt is very well
connected within the Democratic Party in Tucson and the majority of the
City Council are democrats, this scenario is a very distinct
possibility. In fact, I have heard that several council members are
upset with Chief Villasenor’s selection and are planning on voting no to
his appointment. I believe we need to act on this for the good of the
officers we represent and endorse Chief Villasenor before the Mayor and
Council vote on Tuesday. I do not know a lot about Chief Villasenor and
maybe some of you can add to the discussion about this but I think we
need to endorse him based solely on what the alternative will be. I
know that the Commander’s Association is doing so and I am sure TPOA
will as well but I have yet to hear from them. I think we need to do
this to show the community, Mayor, and Council that we support Chief
Villasenor. With the e-board’s approval I will draft a letter on behalf
of Lodge #1 to the Mayor and Council voicing our support for Chief
Villasenor’s appointment. Please respond to this with your thoughts as
soon as possible as I hope to complete the letter and send it out by
tomorrow night so that it is received well before the vote.

Thanks for the input. We could also negotiate for only security at a flat payment of $20,000. If they went through the Off Duty section with the Deptarment they would be paying at least double that if not triple.Lorraine

Hi worthy past president Lorraine,

I detected that you were not completely happy with the financial outcome of the Oktoberfest, and more particularly the Optimists. If we were to wait until the last possible moment next year (a moment where they cannot replace the FOP), then negotiate a multi year written agreement that is favorable to us. This is based on the belief that we would be difficult to replace, especially if they are not left with the amount of time necessary. A few ideas would be to allow us to sell beer, count our own tickets, and receive a percentage of maybe 70% at a minimum. AZ FOP Discussion List..........
I received this from a friend and retired LE Officer and thought it was an interesting read. I have worked for the City, County and Federal governments as well as the private sector and I can totally understand where this individual is coming from. While this is not necessarily totally my views or that of my Lodge members I still think it would be a worthwhile read for all.

Imagine - a chief with true integrity. A rare thing, indeed.

>> TO COSTA MESA POLICE PERSONNEL
>>
>> FROM STEVE STAVELEY, INTERIM CHIEF OF POLICE
>>
>> DATE: 6/20/11
>>
>> SUBJECT: I am resigning as 1200 today and wish to say Goodbye
>>
>>
>>
>> This path has been clear for me for some time now, and now that it
>> is coming to fruition, I wanted to take this moment of your time to
>> say goodbye. I also wanted to express to you how much I have
>> appreciated your openness, honesty and your welcoming of me in my
>> return to Costa Mesa. While it has been a brief stay, I have felt
>> very much at home and have enjoyed my time greatly. I think it’s a
>> great community and my affection for the department and its people
>> is boundless. I will miss you and the community.
>>
>> There are basically two reasons that I leave right now. The first
>> is the 5/8 the council wishes to impose and the second is the
>> layoffs of officers. Just before leaving on a very short trip to
>> the river on the 16th of June, I was informed that all professional
>> employees would be moving to 5/8s. When I first got to Costa Mesa
>> this time, and met with two councilpersons they told me that they
>> wanted everyone on 5/8s (cops too by the way). I told them it was
>> not their responsibility rather that scheduling should match
>> customer need (a scientific method of deployment) and not serve some
>> off the wall bias that they had. More importantly, scheduling is
>> the responsibility of the department head not the council. For
>> council persons to demand such changes is meddling Later our CM
>> told me that he was ordered to put everyone in the professional
>> ranks (non sworn) on 5/8s. I told him I would not support that and
>> for me it was a line in the sand. We had a rather heated
>> discussion on the subject and frankly – I was not very polite –
>> which I do regret. If you let council people meddle is such small
>> matters, is it long before they tell us who we can cite, or arrest,
>> or require us to release or whose burg gets investigated – I think
>> not. It is simply a step to corruption and I won’t play in that
>> arena. Never mind the lack of following the MOU or meeting and
>> conferring on any such changes.
>>
>> Here is the second reason and I wanted to be sure that you
>> understood why I am resigning now right when I could well be of most
>> value to you and the community. Here is why. It’s very
>> clear to me that there is no fiscal crisis in the City of Costa
>> Mesa. The majority of the council has created budget gaps in
>> order to affect or create the appearance of a fiscal crisis. They
>> have pushed finance and the budget process around to get the kind of
>> numbers that benefit their position. They have in essence lied as
>> they create the appearance of crisis in order to appear as the white
>> knight to a narrow band of political followers. They have done
>> this, I believe, because they have a political need to layoff police
>> officers. This is completely unethical and immoral behavior and
>> I will have no part in it. If I stay, and refuse to sign layoff
>> and demotion notices (which I am fully prepared to do) then Tom
>> Hatch will suffer yet more and be forced to fire me. If I resign
>> prior, at least I save him some pain and he is a good guy, and not
>> deserving of this situation. In fact, I think in the right
>> circumstance (and this is not) he has the potential to be a great
>> CM. In any case I will not help the council majority hurt you,
>> undermine this department and halt the improvement of this community
>> – I simply cannot do that – it would be wrong and frankly hurt my
>> reputation as a professional. I do not expect at my age to have
>> another chiefs job, but I do expect to continue to teach, mentor and
>> be of value and so my reputation is important to me. Even more
>> importantly I expect of myself to do the right thing – and this is
>> the right thing and very painful for me personally. I wish I
>> could stay and try to help you, but I cannot – so I bid you farewell.
>>
>> When the majority of this council were busy playing in sand boxes in
>> their mommies backyard, I was a policeman. I have been a
>> policeman since 1967. I got my first police chiefs job in 1987,
>> and have had 6 other chief’s jobs since then as well as one CEO
>> position in a private sector enterprise. I spent 14 years as an
>> elected school board member, served on the Anaheim Parks and
>> Recreation Commission and the Community Services Commission in the
>> same city. I have been president of the Orange County Chiefs of
>> Police and Sheriffs Association as well as the chair of the
>> Communications Committee and in that role led the development of the
>> largest multi owner, multi user, trunked 800 Mhz radio system ever
>> built in the world – the system right here in Orange County. I
>> have led organizations with 1 paid employee and lots of volunteers
>> and I have been the CEO of an organization with 1,600 highly skilled
>> and trained professionals.
>>
>> It is safe to say that the council majority – does not know more
>> about the subject of leadership, or leading police departments or
>> serving as an elected than do I – and yet they do not listen, they
>> do not understand and continue to blunder along in complete
>> ignorance and incompetence.
>>
>> Over the years, I have had city councils I thought were smart and
>> thoughtful and ones who were less skilled. In every case, I know
>> they were trying to do the right thing – I did not always agree, but
>> clearly they were trying hard to improve the communities we all
>> served. I have never, however, seen a council such as this
>> one. They lack skill, training, education, knowledge, they fail
>> to study (or at least learn). The majority either lies or are so
>> lacking in the necessary skills that they actually believe the junk
>> they say. They act as if they are owners of the business that is
>> the municipal government of the City of Costa Mesa, but they are
>> not, they are merely trustees of these public assets both human and
>> physical and they fail in that role completely. They are in my
>> opinion incompetent, unskilled and unethical.
>>
>> One of the interesting elements of this whole thing is I happen to
>> agree that we need a two tier retirement system. Two tier because
>> the courts will never allow the current system to be taken from
>> current vested employees. I must have said before some 1,500 to
>> 2,000 police officers in the past 10 years – all of them leaders and
>> managers that 3% at 50 was a great boon to me personally but the
>> worst thing we have done to policing. Why, because it drives
>> people out of service before their replacements are ready. It
>> causes the same mistakes to be made, organizational generation after
>> organizational generation. Now it also happens that it is too
>> expensive. The legislators and council persons who approved of
>> those changes in retirement were wrong it turns out – the worst
>> recession in the modern age has demonstrated that the 3% at 50 did
>> cost more money, but only after more than 10 years of no increased
>> costs. Retirement systems are an investment in the human
>> infrastructure that makes a city a great place to live or not –
>> nothing more, nothing less. If the investment needs to be changed,
>> the decision makers should have the courage to change it and not
>> continue to play some political game. Of course that would require
>> they sit down with the employee associations and they seem not to
>> want to do that. Another shortcoming or lack of understanding of
>> the systems they are working within.
>>
>> On that exact point (sitting down with the associations) I have been
>> in “combat” with union leaders off and on for years – we just have
>> different functions in our society and organization. But I never
>> bash the folks representing the interests in the pay and benefits of
>> our employees – and before they were association members they were
>> our employees. Unions exist for a reason – because management
>> abused the worker in the early 1900s and will again in many
>> organizations without a defense system – the unions. But here is
>> the point – anyone in a leadership role who bashes unions /
>> associations and can’t find a way to do what they need to do and get
>> the support of the folks you work with is either a weak leader or
>> lacks courage and a willingness to engage and defend their
>> decisions. Either case such persons should not be in a leadership
>> position. Don’t blame a bird because it chirps and fly’s and
>> don’t blame a union because it represents the needs of the
>> employees. If you give those unions more authority over management
>> rights, and let them engage in anything beyond pay and benefits then
>> that is the hallmark of leadership failure. If your arguments are
>> so weak that you cannot achieve success in that engagement then the
>> shame is yours not the unions. That is the case here in Costa Mesa
>> in my view and the council is covering itself with lots of shame.
>>
>> I say that they (council majority) are destroying this police
>> department with their incompetence and that means only one thing.
>> The community building efforts that this department has invested in
>> for many years will stop and the community will begin to
>> deteriorate. No community can stand still and no community can
>> grow and build itself without suitable police services. The cause
>> of justice cannot flourish without those same services and this
>> council has and continues to undermine this agency ability to do its
>> job and for political and in some cases personal reasons – biases
>> and even personal and individual animosity. As I have noted
>> above, they attempt to meddle in routine department affairs for
>> personal benefit and frankly several of them are rude and ill
>> mannered and frequently boorish.
>>
>> So I leave you, and I hope you understand. If you need me, you
>> know how I can be reached. I will think good thoughts for you all,
>> and willingly serve as reference should individually you find the
>> need for such. I would be pleased if I could be of assistance as
>> a mentor should you desire same.
>>
>> I will say that in the end, this period of turmoil will subside and
>> be replaced with opportunity. If there is not too much damage the
>> department and community can, with time, effort and energy, survive
>> and grow its services again. I caution that each of you should
>> keep your eyes open. The council majority plays fast and lose

>> know for a fact that you will handle yourselves professionally, as
>> you always do. While such circumstance will be hard to take,
>> there is a positive side it - will prevent Costa Mesa from following
>> straight to Bell which is exactly where it is currently headed.
>>
>> I have left Capt. Gogerty in charge of the department – he and
>> Commander Ford are working well together and it should be seamless
