Since gun control laws were first implemented in the 1930's, the government has always considered the legitimate gun owners of Canada to be in the same category as common criminals. This is the exact opposite of the truth as statistics will prove.

Therefore, at this time when "coalition for gun control" and the government are planning a further coalition of persecution of law-abiding gun owners, we are asking that the following changes be implemented;

1. That there be no prohibition of the ownership of hand guns, and no universal registration of all fire arms in Canada.
2. No police force shall have the right to enter a private dwelling or a gun store to search for anything that they consider unsafe or illegal, without obtaining a warrant from the courts, having first presented solid evidence that there is legal cause to justify the search.
3. That the anti-gun laws of the last twenty years be modified as follows:
   • a. A person convicted of possession of an unregistered restricted fire arm, (provided they have a valid F.A.C. and no criminal record), shall not be given a jail sentence but only a fine of one hundred dollars and confiscation of the gun.
   • b. A person convicted of illegal conveyance of a restricted weapon shall not receive a jail sentence but only a fine of five hundred dollars maximum. There is no criminal intent in either of the fore-going situations.
   • c. The recent laws passed defining the legal storage of fire arms in the home and in conveyance should be rescinded and only used as suggested guide lines not enforceable by threat of jail sentence for violation. Safe storage is a variable situation and differs drastically from one gun owner and his premises to the next. If a gun owner is found to have stored guns and ammunition in a potentially dangerous manner that resulted in death or injury to someone, only then should that person be charged with negligence, however the penalty should not be as severe as the penalty for armed robbery which is the case now. The current law says that if, in the opinion of the court, you are guilty of improper storage of guns or ammunition even if there has been no injury or harm to anyone, then you are subject to a jail term of up to five years and a fine of up to ten thousand dollars. This law is a monstrous injustice in a situation where there is no criminal intent and no harm done.
   • d. A person with a valid F.A.C. should be able to register a restricted gun with police and then take it directly home instead of having to leave it with the police until the registration notice is received from R.C.M.P., Ottawa.
   • e. A bonafide gun collector should be able to acquire a yearly permit to convey restricted arms which would enable travel to gun shows, gun auctions, shooting matches or purchases without obtaining a separate permit for every move and every gun. There is absolutely no evidence that this would present danger or threat to anyone. It would eliminate a great amount of wasted time, travel and paper work for both police and gun owner.
   • f. Gun shops should be able to keep in their store a loaded fire arm for defence against robbery as well as a sign on the front door stating that they have one. It should almost be mandatory.
   • g. A person should not be charged with any offence for 'pointing a fire arm' in defence of themselves, their family, or property.
   • h. A person should not be charged with any offence for wounding or killing a person with a gun or any other object in defence of their lives, family, or property. Felons should know that the law no longer gives them preferential rights over their intended victims.
   • i. Any person found guilty of sexual assault and / or subsequent murder of children and women should be given the death penalty.
   • j. Any person found guilty of killing a police officer while in the act of a felony, should be given the death penalty.
   • k. Any person found guilty of setting off a bomb in an aeroplane, car or building causing the death of any one person involved should be given the death penalty

New gun laws need to serve three purposes; to ensure the public safety, to safeguard the rights of the law abiding gun owners, and to severely curtail the actions of the small minority of people who have no regard for the law or human life. The gun owners of Canada would give unqualified support to this kind of legislation.
