In addition to revealing that China has stole numerous military secrets
from the US the Cox Report, unclassified yesterday, blasts the Department
of Energy on computer security. The report blamed the DOE for giving to
much computer access to foreign nationals. The issue is access to systems
or information covered by export control laws. While the systems or
software are not physically exported, use of the technology by some
foreign nationals is called a "deemed export" and is covered under
Department of Commerce rules.

A new variant of the CIH or Chernobyl virus known as Emperor has been
discovered, this new strain along with CIH 1.4 are designed to release
their payloads on the 26th of every month. This new strain is potentially
more dangerous but due to bugs in its design may not spread very far.

Since 1998 worldwide piracy has dropped 40% which continues the downward
trend started in 1994, according to the fourth annual Global Software
Piracy Report published by the SIIA and the Business Software Alliance.
However, in Vietnam, China, Indonesia, and Russia the overall piracy rate
is at 90%. The report estimate that the lost revenue from piracy was $11
Billion for 1998.

Thailand's Intellectual Property Court has sentenced the manager of a
computer store to two years and four months in jail and fined him over
eleven thousand dollars. This is the first time a jail sentence for
piracy has been issued in Thailand. The store owner plans to appeal.
