Dear Readers,
Things in Berkeley are great, but I wanted to let you know about our friends at Black Liberation Radio in Decatur, Illinois. Napoleon Williams and Mildred Jones, the station founders, are getting severe harrassment from the state attorney general and two of their children have been taken away From them. Mildred is currently in state prison and expecting a baby very soon. The medical care in prison is very substandard, so Mildred is hoping to get a release before the baby is due. Napoleon has been charged with felony eavesdropping, and has been unable to get the charges dropped. The reason they are catching so much hell is because of the radio station. 99.7 FM is the only place on the dial to hear black voices and music in Decatur. Despite having all of their equipment ripped off by the police last January, BLR continues to broadcast and serve the community. Right now they really need your help. Please write a letter of support for Black Liberation Radio and send it to the govenor of Illinois. Send copies to Napoleon and Mildred so they know people are supporting them! Here are the addresses to send your letter. Thanks for caring!

Govenor Jim Edgar 207 Statehouse Springfield IL 62706.
Mildred Jones, B49044, P.O.Box 5001, Dwight, IL 60420.
Napoleon Williams 629 E. Center St., Decatur, IL 62526.

It's been a while since we've been in touch with other people in the low-power movement, so I thought I'd update you on what's been happening here in Boston. We've been on the air since March and have been in our present home since June...We've been getting steady coverage in the newspapers and on television, which is good news and bad; we want people to know about us and to listen, but, naturally, the slant the stories always take is that we're "pirates." We take great pains to let people know that we are a "community" station. While we're on the subject, it might interest people to know that the BOSTON CITY COUNCIL has passed a resolution supporting the station. It acknowledges the work that we do and says that community radio has a right
to exist. I believe this is an important step for this movement as it's my opinion that our struggle will eventually have to be carried out in legislatively. I know a lot of people look to the courts as the saviour of low-power radio, but to me this is a begging bowl technique and very passive. If this kind of radio is REALLY going to serve the needs of communities and not just be a way for small groups to just play the music they like, it's going to have to have the support of a broad base of people. These people will demand change from their legislators; people will hold massive rallys in support of the right to broadcast and of the First Amendment in general. As part of our strategy, we are going to get non-profit status. This means we will have a community board and that the community itself will own the station. Let's see what happens when the FCC tries to go after the City of Boston. Clearly, this route is not one that some, or a lot of people, are going to want to follow. For those who see the sense in what we're trying to do, I hope that if they want some help on how to go about it, they will be in touch. I would also like to note that there's no doubt in my mind that there's going to be an explosion of low power radio in the Boston area. People are in touch with me all the time about starting stations and it will soon be time to have some kind of a gathering to talk about the issues that the movement faces. In the meantime, I welcome any feedback about what we're trying to do as well as news of other stations.

Paul,
I just read your brief report on the Micro Radio Conference which was posted to the FRB website and wanted to say thanks for giving those of us without the time and means to make it out to the West Coast some idea of what went on. What struck me most of your account was your last sentence, which indicated thoughts of holding the next conference in Decatur. Yes, please! I have watched the Napoleon Williams case for many months now and tried to bring some details and info to light here in neighboring Champaign-Urbana (home of the U of I) and would greatly welcome the attention and publicity on Central Illinois such a conference would bring. Central Illinois is a hotbed for
labor troubles as well as racial troubles, two themes which progressive radio activists have been working on hard, including Mr. Williams. Obviously the "warzone" of Decatur has been the quiet front of the micropower struggle and the many issues which brings these micropower enthusiasts together. If you have any influence in pushing to bring the conference to the heartland I would greatly appreciate it and be willing to help in any way possible since this is where I am.
Please let me know if I can provide any info or help in any way!
thanks,
Paul Riismandel
