that for decades has failed to advance our interests. 16:57.220 --> 17:01.260 And instead, we will begin to normalize relations between our two countries. 17:01.260 --> 17:09.440 At the same time, in Havana, on Cuban state television… 17:09.440 --> 17:17.780 President Raul Castro informs the Cuban people of the news, one of the last standing vestiges of the Cold War is seemingly being pulled down in the Americas. 17:17.780 --> 17:28.740 The world learns that the two countries have been engaged in secret talks for months, and now there are plans to fully reopen the Cuban embassy in Washington, as well as the U.S. embassy in Havana. 17:28.740 --> 17:37.140 They shut the embassy in 1961, two years after the Cuban Revolution had dramatically changed the relationship between the two countries. 17:37.860 --> 17:46.920 But since the 70s, the Americans had maintained a bare-bones diplomatic mission where people could do basic things like process visas, stuff like that. 17:46.920 --> 17:59.600 But with Obama's announcement, the two countries would fully restore relations, the fancy term diplomats like to use for this international reunion is rapprochement. 18:00.200 --> 18:06.940 When you heard the news that there was rapprochement going on, what was that like? 18:07.460 --> 18:10.700 Hearing the news? It was pretty thrilling. 18:10.700 --> 18:19.060 For a foreign service officer like Tina, the full restoration of diplomatic relations is a once-in-a-lifetime opportunity. 18:19.800 --> 18:26.780 A friend of mine texted saying, dude, turn your TV on now. It was on. It was being announced on television. 18:27.140 --> 18:33.180 She'll be part of a staff that helps steer a historic opening. government also had the embassy buildings surrounded. 22:10.660 --> 22:12.840 They handpicked the guards stationed outside. 22:13.500 --> 22:18.360 The U.S. also assumed that the local janitorial and maintenance staff were informants too. 22:18.360 --> 22:23.320 But the CIA tried the best it could to do its work without being discovered. 22:23.860 --> 22:27.820 Almost all the CIA officers in Havana operated under diplomatic cover. 22:28.520 --> 22:30.240 They would work at the embassy during the day, 22:30.500 --> 22:33.680 then sneak through a back staircase that would take them to the but who were actually CIA officers. 32:55.060 --> 32:57.500 These officers were prepared to get harassed. 32:58.160 --> 32:59.000 But getting hurt, 32:59.400 --> 33:01.860 that's against the unwritten asking questions. 35:15.720 --> 35:18.440 But the Trump administration doesn't have any answers. 35:18.940 --> 35:20.820 And they're starting to get a lot of flack 35:20.820 --> 35:22.780 for not keeping U.S. personnel safe. 35:23.180 --> 35:25.280 So they make an unprecedented decision. 35:27.960 --> 35:30.680 The CIA decides to close its station in Havana, 35:31.180 --> 35:32.360 an extraordinary step. 35:33.240 --> 35:34.920 Even in the most war-torn of places, 35:35.340 --> 35:35.800 Baghdad, 35:35.960 --> 35:36.280 Kabul, 35:36.900 --> 35:38.620 the CIA station has stayed American diplomatic staff are going home. 35:54.520 --> 35:56.140 They did some bad things in Cuba. 35:56.140 --> 36:00.120 President Donald Trump seems to blame the Cubans today, 36:00.120 --> 36:02.760 but there's no evidence Cuba was behind this. 36:02.760 --> 36:11.620 It's always amazed me that they had no hard evidence 36:11.620 --> 36:14.280 when they made this huge decision to pull off the island. 36:15.020 --> 36:16.340 Talk about flying blind. 36:16.340 --> 36:20.160 By the end of September 2017, 36:20.760 --> 36:23.100 all non-essential embassy staff are sent home. 36:23.620 --> 36:24.460 Then a month later, 36:24.760 --> 36:25.960 in Washington, D.C., 36:25.960 --> 36:29.440 the U.S. expels an equal number of Cuban diplomats. 36:29.440 --> 36:33.040 After all those efforts to restore relations 36:33.040 --> 36:34.320 just a few years prior, 36:34.720 --> 36:38.200 now the U.S. and Cuba are nearly back to square one. 36:41.940 --> 36:44.080 And this is when
