advances in intelligence on the island. 03:48.420 --> 03:57.540 The following summer, in 2016, the CIA begins sending down a new team of officers to staff the station in Havana. 03:58.180 --> 04:04.120 One of the first new CIA officers is someone we have referenced previously, but did not talk to on tape. 04:04.580 --> 04:06.060 We're calling him Craig. 04:06.060 --> 04:10.200 All Craig this key part of the story that I was missing. 13:11.540 --> 13:16.900 It had to do with a specific time period, in the eight months after Tony reports his incidents, 13:17.220 --> 13:19.400 but before Havana syndrome becomes public. 13:19.400 --> 13:25.620 If this was mostly affecting the CIA, what was the agency doing behind the scenes during this period? 13:26.200 --> 13:29.100 And could but they declined to comment. 18:19.900 --> 18:26.440 In the fall of 2017, the person in charge of Dr. Andrew's office suggests he should retire, 18:27.000 --> 18:29.500 and he ultimately leaves in August of 2020. 18:29.500 --> 18:38.000 I'm kind of mystified by why the same government that would have allowed you and funded you, 18:38.360 --> 18:45.020 and then in the face of this cluster of, you know, very serious health episodes that we 18:45.020 --> 18:51.900 now call Havana syndrome, why they would choose to sideline, ignore it, and even denigrate 18:51.900 --> 18:53.820 the record of some of you. 18:53.820 --> 19:02.040 One of the sayings in the intelligence community is deny everything, admit nothing, and make 19:02.040 --> 19:03.080 counter-accusations. 19:03.600 --> 19:05.260 So, the facts were against them. 19:05.900 --> 19:06.880 Everything was against them. 19:06.940 --> 19:11.820 So, they had to make ad hominem attacks to discredit the doctors, the patients, and everyone. 19:11.820 --> 19:18.840 It's starting to feel to Dr. Andrew like the CIA is doing all it can to sweep this under 19:18.840 --> 19:22.420 the rug, or worse, actively cover it up. 19:26.420 --> 19:31.560 Meanwhile, Tony and Craig are back at work in the States, still trying to recover, and 19:31.560 --> 19:32.940 they feel like they're in limbo. 19:33.360 --> 19:36.480 In those early administration scaled back our presence in Havana. 31:45.780 --> 31:48.940 And as you just said, we're going to be increasing our presence. 31:49.380 --> 31:53.860 I asked if reopening the embassy meant that they had gotten to the bottom of Havana syndrome. 31:53.860 --> 31:56.680 But I got the same old non-answer. 31:57.100 --> 32:02.140 We are working closely with all the relevant bureaus in the Department of State and across 32:02.140 --> 32:09.720 the interagency as well on plans to investigate and get to the bottom of the anomalous health 32:09.720 --> 32:10.040 incident. 32:10.400 --> either back up and running 32:51.380 --> 32:52.460 or is about to be. 32:52.460 --> 32:55.940 But I can see why they might feel pressured to return. 32:56.740 --> 33:01.460 As part of its mission, it makes sense that the CIA would want to be in a position to acquire 33:01.460 --> 33:02.880 intel again in Cuba. 33:03.420 --> 33:06.780 And for that matter, to be able to compete with the Russians there. 33:07.440 --> 33:10.220 I was in D.C. recently meeting with a few sources. 33:10.800 --> 33:14.340 And I met with one who was very high up in the chain at the embassy in Havana. 33:14.880 --> 33:19.500 He was talking a lot about the CIA's activities on the island and how they were trying to up their 33:19.500 --> 33:21.740 game and make inroads with new sources. 33:22.660 --> 33:24.000 That rang a bell for me. 33:24.400 --> 33:29.160 A lot of folks were skeptical that the Cubans were ever really going to cooperate with the United States, 33:29.240 --> 33:30.800 that they were not going to change their stripes. 33:31.280 --> 33:33.520 I was reminded of something we were told earlier. 33:33.780 --> 33:37.400 The CIA wants to get close to a lot of our adversaries around the globe. 33:37.400 --> 33:40.260 Former CIA Director John Brennan. 33:40.920 --> 33:45.940 If you remember, he was unusually candid about how the CIA planned to operate in Cuba. 33:46.180 --> 33:54.200 Because once you have that up-close and personal access, it affords you new opportunities as far as your intelligence objectives are concerned. 33:54.680 --> 34:01.640 Meaning, the opening of relations between the U.S. and Cuba could help the Americans cultivate and recruit more spies. 34:01.640 --> 34:05.300 So I think that certainly was a prevailing view within Langley. 34:05.940 --> 34:12.200 And an intelligence officer's objective is try to gain as much insight as they can into what's happening in other countries. 34:14.480 --> 34:18.240 Higher-ups wanted their officers in Cuba to step up their spying. 34:18.720 --> 34:22.040 They wanted to keep an eye on what the Russians and the Chinese were up to. 34:22.380 --> 34:24.400 And that meant upping operations in Cuba. 34:25.060 --> 34:27.500 That may very well have freaked the Cubans out. 34:27.880 --> 34:29.660 And perhaps pissed them off. 34:31.640 --> 34:50.280 Based on our reporting over the past four years, this is the story that makes the most sense to me. 34:51.040 --> 34:54.360 Someone within the Cuban government had to have been behind it. 34:54.620 --> 34:55.740 But with some help. 34:56.360 --> 34:59.840 And perhaps with approval from a very senior figure. 34:59.840 --> 35:02.240 I'm talking Fidel Castro. 35:03.060 --> 35:07.480 He'd been out of the government for some time, but retained huge symbolic authority. 35:07.880 --> 35:11.120 And been vocal about wanting to slow down the detente with the Americans. 35:12.120 --> 35:15.720 Remember, a lot of this harassment began just before he passed away. 35:16.280 --> 35:20.940 I'm told that a high-up official within Cuban intelligence, a close ally of Fidel's, 35:20.940 --> 35:27.360 was identified by embassy officials as the likeliest person to have organized the attacks behind the Havana Syndrome. 35:28.160 --> 35:32.240 He's the person with the likeliest motive, given their understanding of his position. 35:32.920 --> 35:35.960 That said, he would not have the technological capability. 35:35.960 --> 35:39.320 But my source says the embassy knew who would. 35:40.360 --> 35:41.260 The Russians. 35:42.580 --> 35:49.060 We know that generally speaking, Vladimir Putin has been looking for and finding ways to go after the U.S. for over a decade. 35:49.060 --> 35:54.540 But apparently, when the U.S. and Cuba restored relations, this spooked Russia. 35:55.700 --> 36:01.080 And while we have pointed out that Russia had retained some influence on the island since the end of the Cold War, 36:01.600 --> 36:07.320 there's evidence to suggest that it had also been increasing its intelligence presence on the island. 36:07.320 --> 36:14.380 And of course, as we've learned, Russia's been toying with microwave technology as weapons for years. 36:15.340 --> 36:19.740 So, the CIA goes into Cuba guns blazing, which freaks out the Cubans. 36:20.260 --> 36:23.160 They respond aggressively, and with help from the Russians, 36:23.680 --> 36:28.380 unleash a difficult-to-trace weapon on CIA officers to get them to back off. 36:29.200 --> 36:35.000 In fact, my State Department source says that out of all of the theories his team studied at the embassy, 36:35.000 --> 36:37.800 this was the only hypothesis going. 36:38.560 --> 36:42.560 To be clear, Russia and Cuba have denied involvement with these incidents. 36:43.180 --> 36:48.480 And we asked the Russian embassy about whether the country has been upping its intelligence presence on the island, 36:48.760 --> 36:50.160 but they didn't get back to us. 36:51.500 --> 36:56.680 That said, I also recently found out about the CIA's tradecraft during this time, 36:57.140 --> 37:02.560 which provides some critical context and shows how vulnerable its officers were. 37:02.560 --> 37:07.400 Remember, Havana had been considered a backwater CIA station. 37:08.220 --> 37:13.040 Things change, of course, in the summer of 2016 when they're told to step things up. 37:13.540 --> 37:18.580 But some of the important secret protocols spies use to stay hidden are extremely lax. 37:19.200 --> 37:23.720 For example, the State Department holds diplomatic slots for CIA officers. 37:24.300 --> 37:25.180 They're cover jobs. 37:25.940 --> 37:28.280 Those slots are supposed to be rotated frequently 37:28.280 --> 37:32.340 to make it harder for the Cubans to figure out who the spies really are. 37:33.140 --> 37:35.660 But in Havana, the slots weren't rotated. 37:36.180 --> 37:41.680 So when Tony arrives in 2016, he's put in the same position that his predecessor was in. 37:42.160 --> 37:45.760 When Tony learns this, he assumes his cover is blown. 37:46.560 --> 37:50.260 I heard a couple of good examples of how lax the tradecraft was in Cuba. 37:50.740 --> 37:53.500 The Cubans know who the station chief is. 37:53.500 --> 38:00.680 So phone calls between him and undercover officers are supposed to go through an intermediary 38:00.680 --> 38:04.300 to keep the undercover officers' identities hidden. 38:04.920 --> 38:08.980 At least one call that I know of didn't go through that intermediary. 38:09.540 --> 38:13.480 I'm pretty sure this sloppiness exposed these officers. 38:14.300 --> 38:19.880 And if Havana syndrome was part of a campaign to blunt the CIA's operations on the island, 38:20.380 --> 38:22.040 well, it certainly was effective. 38:22.040 --> 38:26.460 As for the cases that happened after Havana, 38:26.640 --> 38:30.840 well, if Russia had the technology and it had worked in Havana, 38:31.300 --> 38:32.800 why not take it on the road? 38:33.180 --> 38:36.040 Especially if your goal in life is to fuck with the U.S. 38:36.600 --> 38:40.980 At that point, it's not even about going after specific CIA officers. 38:41.660 --> 38:44.860 It's about messing with our heads anywhere they can. 38:44.860 --> 38:55.100 I hear what you're saying, John Lee, but I really think we need to stick with the facts. 38:55.700 --> 38:57.100 And there are just not that many of them. 38:58.040 --> 38:58.900 What do we know? 38:59.420 --> 39:01.480 We know we have a bunch of people who say they've been hurt, 39:01.860 --> 39:05.420 but the CIA hasn't been able to find any communications intercepts 39:05.420 --> 39:08.460 in which officials in Russia or Cuba talk about what they did. 39:08.460 --> 39:13.180 And I want to be honest, I think it's very strange that they haven't been able 39:13.180 --> 39:14.460 to collect anything like that. 39:15.720 --> 39:21.160 I think the events in Ukraine raise further doubts about assumptions 39:21.160 --> 39:23.160 that the Russians can be so disciplined. 39:23.840 --> 39:27.100 Look at the way the Russians have been operating in Ukraine. 39:27.700 --> 39:28.620 They're so sloppy. 39:29.240 --> 39:33.020 And yet we're supposed to believe that they were able to disguise these activities 39:33.020 --> 39:37.040 for so long against our CIA personnel around the world. 39:38.940 --> 39:43.380 The CIA also told us that they are continuing to rigorously investigate 39:43.380 --> 39:44.960 the causes of the incidents. 39:45.560 --> 39:47.620 But they added that, quote, 39:48.280 --> 39:53.320 we have not so far developed credible intelligence linking a foreign state actor 39:53.320 --> 39:55.260 or weapon to any incident. 39:55.260 --> 40:04.140 The CIA's investigation into Havana syndrome hasn't stopped. 40:04.900 --> 40:08.380 Just a few months ago, I spoke to a source with deep knowledge 40:08.380 --> 40:11.040 of what the CIA has been able to turn up. 40:11.520 --> 40:14.320 And a couple of things they said stood out to me. 40:15.200 --> 40:17.820 One, they confirmed a rumor I heard 40:17.820 --> 40:20.840 that in some suspected Havana syndrome cases, 40:21.380 --> 40:23.840 the cause was probably a technical failure. 40:23.840 --> 40:28.620 Some of those secure SCIFs had faulty HVAC systems, 40:28.880 --> 40:31.360 which increased pressure inside the SCIF, 40:31.920 --> 40:34.060 and that caused some people to hear a sound, 40:34.400 --> 40:36.160 have ear pain, and get dizzy. 40:36.720 --> 40:40.520 So for at least these cases, it wasn't a secret weapon. 40:41.240 --> 40:42.720 It was an equipment malfunction. 40:43.800 --> 40:46.520 The other thing I learned is that even though the government 40:46.520 --> 40:48.780 has narrowed down the list of potential
