The Human Resources Subcommittee of the US House of Representatives Government Reform and Oversight Committee, considers a bill to regulate human experimentation. The New York Post reported on June 24, 1998 that the focus would be on protecting children and persons with mental disabilities.

On June 11, 1998 the Subcommittee held hearings. 11 persons testified. They were government officials, psychiatrists, and an MD from the pharmaceutical industry. They have an interest in relaxed standards.

No persons who were subjects of involuntary human experimentation testified. No persons opposed in principle to human experimentation testified. No persons harmed by human experimentation testified.

I've written to all members of the subcommittee (addresses below) asking why the limited focus, and why persons who were harmed were not invited to testify. I've had no response as of this date.

I think it is essential for the thoughts and experiences of persons who have been harmed by human experimentation to be considered by the subcommittee. The professionals who conduct these experiments are well represented. These experiments are conducted on persons who are not children and who do not have a mental disability.

The testimony of June 11, 1998 is posted on the www. The address is:
