From U.S News and World Report, January 24, 1994, "The Cold War Experiments: Radiation tests were only one small part of a vast research program that used thousands of Americans as guinea pigs":

"With the cold war safely over, energy Secretary Hazel O'Leary has ordered the declassification of millions of pages of documents on the radiation experiments, and the administration is now considering compensating the hundreds of subjects of these odd and sometimes gruesome atomic tests. But the government has long ignored thousands of other cold war victims, rebuffing their requests for compensation and refusing to admit its responsibility for injuries they suffered. And the Clinton administration shows no sign of softening that hard line. `We're not looking for drugs,' says cabinet secretary Christine Varney. `At least initially, we need to keep our focus limited to human radiation.' "

"Continued secrecy and legal roadblocks erected by the government have made it virtually impossible for victims of these cold war human experiments to sue the government successfully, legal experts say.

"Despite the administration's reluctance, Congress may be moving to seek justice for all the government's cold war victims. `It's not just radiation we're talking about,' says Democratic Sen. John Glenn of Ohio, a former Marine and astronaut who is holding hearings on the subject this week. `Any place government experimenting caused a problem we should make every effort to notify the people and follow up. We ought to set up some sort of review and compensation for those who were really hurt.'

"Many of the stories of people whose lives were destroyed by mind-altering drugs, electroshock `treatments' and other military and CIA experiments involving toxic chemicals or behavior modification have been known for almost 20 years. But U.S. News has discovered that only a handful were ever compensated -- or even told what was done to them. `There has essentially been no legitimate followup, despite the CIA's promise to track down the victims and see what happened to them,' says Alan Scheflin, a professor at Santa Clara University Law School and an authority on cold war mind control research. `It's just one of the many broken promises.' A CIA spokesman last week said the agency is searching its files for radiation tests but has no plans to revisit other human experimentation.

"MKULTRA. Most victims have never been informed by the government of the nature of the experiments they were subjected to or, in some cases, even fact that they were subjects. In a 1977 hearing, then CIA director Stansfield Turner said he found the experiments `abhorrent' and promised that the CIA would find and norify the people used in the tests. Turner last week insisted that `they found everyone they possibly could find.' But internal memos and depositions taken from CIA officials in a lawsuit against the agency in the 1980s reveal that of the hundreds of experimental subjects used in the CIA's mind-control program, code-named MKULTRA, only 14 were ever notified and only one was compensated -- for $15,000."

"Most of the MKULTRA documents were destroyed in 1973 on orders of then CIA Director Richard Helms, and the records that remain do not contain the names of human subjects used in most of the tests. But they do clearly suggest that hundreds of people were subjected to experiments funded by the CIA and carried out at universities, prisons, mental hospitals, and drug rehabilitation centers. Even so, according to Laubinger's 1983 deposition, `it was decided that there were no subjects that required notification other than those in the [San Francisco] project,' and the CIA made no effort to search university records or conduct personal interviews to find other victims. Admiral Turner, in his 1983 deposition, conceded that `a disappointingly small number' were notified but defended the agency's continuing refusal to declassify the names of the researchers and universities involved. `I don't think that would have been necessarily the best way,' Turner said. `Not in the litigious society we live in.' In 1985, the agency successfully appealed to the Supreme court to block release of that information."

Richard Helms, who ordered the MKULTRA records destroyed, was later convicted of contempt of Congress for lying about the CIA's role in Chile. See e.g. the FAIR article cia2.htm which also mentions CIA actions to suppress unfavorable news stories.

What was MKULTRA about? Not just research with drugs. From Appendix E of The Interim Report of the Advisory Committee on Human Radiation Experiments: cia2.htm

"Beginning in the early 1950s, CIA engaged in an extensive program of human experimentation, using drugs, psychological, and other means in search of techniques to control human behavior. CIA has so far found no evidence that radiation experiments on humans were part of this program. CIA documents and a 1963 CIA Inspector General (IG) report, however, state quite clearly that MKULTRA was a program `concerned with research and development of chemical, biological, and radiological materials capable of employment in clandestine operations to control human behavior.' (emphasis added) The IG report states that 'additional avenues to the control of human behavior had been designated . . . as appropriate to investigation under the MKULTRA charter, including radiation, electroshock, various fields of psychology, sociology, and anthropology, graphology, harassment substances, and paramilitary devices and materials.' (emphasis added) The program included unwitting experimentation on humans with LSD (lysergic acid diethylamide), brainwashing, and other interrogation methods."

"The Central Intelligence Agency funded research on electromagnetic mind control at least as early as 1960, when the notorious MKULTRA program, mostly concerned with hypnosis and psychedelic drugs, included money for adapting bioelectric sensing methods (at that time primarily the EEG) to surveillance and interrogation, as well as for finding `techniques of activation of the human organism by remote electronic means.' In testimony before the Senate Sub- committee on Health and Scientific Research on September 21, 1977, MKULTRA director Dr. Sydney Gottlieb recalled: `There was a running interest in what effects people's standing in the field of radio energy have...' "
Electromagnetic weapons have been around for years, from at least the 1960s when the Soviets were beaming microwaves at the U.S. embassy. In the 1990s there has been an increased push for electromagnetic and acoustic weapons under the name non-lethal weapons. Dr. Ewen Cameron was an MKULTRA doctor mentioned in the U.S. News article quoted above. Patients came in for help with depression, alcoholism and other problems and were experimented on. One patient "was `depatterned' with 30 electroshock sessions followed by 56 days of drug-induced sleep. It left her incontinent; others suffered permanent brain damage, lost their jobs or otherwise deteriorated." According to psychiatrist Colin Ross: radio/ckln01.htm

"Ewen Cameron, former Head of the Quebec Psychiatric Association, the Canadian Psychiatric Association, the American Psychiatric Association, the World Psychiatric Association -- in fact, the founder of the World Psychiatric Association -- and also one-time President of the Association for Biological Psychiatry. As politically connected a guy as ever existed in the entire field of psychiatry in the 20th Century, with his obituary in the American Journal of Psychiatry, funded through MKULTRA and Human Ecology Foundation, did LSD and other hallucinogen research funded by Canadian military and the CIA and was successfully sued (he had already died) -- the CIA settled out of court actually -- it wasn't a successful suit technically -- with eight of his patients who had been victims of experimentation that was first funded directly by the CIA through the Human Ecology Foundation and then through the Canadian government. One of his papers, published in the American Journal of Psychiatry is on Psychic Driving, another is on Production of Differential Amnesia in Schizophrenia."
There certainly are people with paranoid schizophrenia. There are also people who have been experimented on and harassed as in MKULTRA and COINTELPRO. Some normal people have been inflicted with brain damage which could be diagnosed as "mental illness." Current theories of schizophrenia look at genetic propensity for the disease, but also at possible environmental triggers for the disease. The triggers might be chemical, but a covert harassment campaign with weapons that mimic the symptoms of schizophrenia might induce the real thing in susceptible people. This is apart from the trauma and sequela associated with torture, as for example in victims of secret police harassment.

The fact that the U.S. government still conceals the records of its mind control experiments and leaves the victims to be considered mentally ill shows rather directly that the U.S. abuses its psychiatric system in much the same way we accused the Soviet Union and Cuba of abusing their psychiatric systems.

Not all psychiatrists are unaware of covert harassment and experimentation programs, though many fear harassment themselves. The profession has shamefully shunned and attempted to discredit psychiatrists who openly discuss mind control technology and its abuses.
