Finally, in case I disappear into the Canadian equivalent of the KGB's Lubijanka prison, I wrote a note to the Canadian equivalent of the CIA, or CSIS:

I'm a quiet 55-year old citizen who, for the past 3 years, has been a victim of covert electronic weapons testing, in my apartment, chiefly at night.
In Canada, I would guess that your organization might know something about this, or be able to find out something about this.
Your mission statement speaks of "safety of Canadians" and "respect for the rights of all", so I am writing you to ask that if there is some way your agency can stop the harassment.
I can NOT prove it to you. This is [only] because the cost of lab grade spectrum analyzers with data acquisition capability is so far beyond the reach of an ordinary citizen that proof is impossible. Because of the extreme cost, lack of proof does not in any way mean the activity is not occurring.
Everyone is familiar with the wide range of effects caused when electric current is fed into the human brain and nervous system using direct wire contact. What keeps us from convulsing in the presence of radio signals is a steep electrical potential gradient across our nerve cell walls. This gradient is set up when different ion components diffuse through the cell wall selectively.
About 20 years ago, a scientist (Allan Frey) discovered that if a microwave carrier were sliced thin enough, and carried audio modulation, the modulation could actually be heard directly by someone in the signal's path. What happens is that thin pulses of radio carrier wave can cause currents to flow in the nervous system. The end result was that he could cause remotely what had previously been done using direct wired contact. A fairly simple concept.
In the intervening two decades, the covert researchers who worked on the potential use of this phenomenon in weapons have since discovered many other effects besides "microwave hearing", many of them very painful. In my own case the focus of the harassment has been to keep me awake for significant periods every night. Except for a brief 3-week period after I moved in 1994, I have not had a full night's sleep in the last 3 years.
If you can help, and by that I mean find the source of this harassment and persuade whomever to stop, I will be very grateful. If you intend to convince me this is all a mistake, please don't bother - I've done enough primitive electronic measurements and I have enough electronic experience to know perfectly well what is going on.
