George Ball: [What followed the attack] was an elaborate
      charade. The United States complained pro forma to
      Israel...which reacted by blaming the victims. [Israel
      made a] reluctant and graceless apology.... American
      leaders did not have the courage to punish Israel for the
      blatant murder of its citizens.
