                  I am delighted to send greetings to
         the veterans of USS LIBERTY as you gather in
         San Diego, California, for your twenty-eighth
         anniversary reunion.

                  The liberties we enjoy as citizens of
         this nation were won at immense cost.  Americans
         owe a lasting debt of gratitude to the crew of
         USS LIBERTY and to all of our veterans.  I con-
         gratulate each of you, including those who are
         present only in spirit, on your brave service
         in defense of our nation and the cause of
         freedom.
