Dear Agent Fedor,

I have recently been issued a U.S. Passport by the United States Department of State. I am enclosing a copy of this document for your records. I have been unable to contact you by phone since our meeting. I have had several problems since then and feel I am almost running automatically with no possible way to stop. I have also been unable to attempt to get a copy of my personal Federal Records via the Privacy Act or Freedom of Information Act. I will, however, attempt to recap and expound our previous discussion at your office in this letter. I am hoping to provide you with enough of the facts. Please forgive me if this letter seems broken and somewhat incoherent. I am having trouble thinking normally, and most of the time I cannot speak ( I am somehow incapable) about the incidents that have occurred since late 1993.

In the October 21st - 27th issue of Monterey County's Coast Weekly Newspaper, I was interviewed (under several pseudonyms) by Staff Writer - Nicole Volpe, concerning my activities in the computer underground. This article discussed a prior case I was involved in concerning Monterey County prosecutors. It also proceeded to discuss my relations with an underground computer hacking group known as the "Masters of Deception". Further still it went on to discuss the uses of encryption to protect privacy of individuals, and directly refuted the practices of the National Security Agency for endangering American citizens Constitutional right to privacy. Still more controversially I discussed the interception of President William Clinton's electronic mail via the PROMIS in-house system. (The system's name was never actually mentioned nor the name of the software package it was running). After the article was actually in print, I noticed the people around me were acting quite strangely, as was I. My last visit with Nicole was on the Monday of the Pebble Beach National AT&T Pro-Am. Former President George Bush and Former Vice-President Dan Quayle had arrived for the occasion this day and were later featured on local news broadcasts. In early January of 1994 I discussed this article in a phone conversation with a friend in Norfolk, Virginia named Marshall L. Wise III. On January 31st he died after suffering the complications of a mysterious disease he had contracted less than a week earlier. All during this time the thoughts and actions of the people around me, including myself, continued to intensify and become delusional. Most of the thoughts occurring to me during this time involved being investigated by Federal Law Enforcement Officials, (quite natural) because of my involvement in the article. However, the thoughts and actions of the people around me also reflected this. This happened to such a degree that a mock "bust" was acted out. Later, of course, no one had any recollection that incidents of this nature had happened to me or themselves.

Later on I was cited on one occasion by the Seaside California Police Department, for defrauding an innkeeper at a Golden West restaurant near to my residence. Again, as always I had the feeling of being a prisoner trapped in my own body. The previous day I had also arrived at this location (automatically) to be seated by a waitress at a booth in which a breakfast had been prepared for me and which she was encouraging me to enjoy. On another occasion a Seaside Police Officer picked me up in a patrol car. Having said nothing and not understanding the situation at all the officer threatened to beat me with his baton and opened the back of the car again to pull me out. During this I had an intense feeling of fear that I don't think normally anyone would seem capable of having. I was brought downtown to the police station and put in a holding cell. The officer processed me, (booked me and printed me) and then was strangely quite nice during that time. I am leaving out much of our discussion as I can be assured you would not believe it.

I began hearing voices in my head immediately after being interviewed over the phone by Author Joshua Quittner for the book "Masters of Deception". One of the things we discussed during this interview was the first password I had created on Mcdonnell-Douglas' Global packet switching network named 'Tymnet'. The User Identifier was IRAQ-DEFENSE and the password was PARMASTERG0TTHEM! This was the first password I had created on this network and distributed to the computer underground through an underground BBS in Hamburg, Germany known and run by Altos Computer Systems. From this point computer hackers spread the information and posted it on underground Bulletin Boards everywhere. The system this User ID and Password connected to on the network was owned and operated by the WEFA group. The WEFA group publishes a report annually for the U.S. State Department. This event coincided with the beginning of Operation Desert Shield.

At the age of 8 I went to a routine check-up at my family doctors office in Waukon, Iowa. In the waiting room, waiting to see Dr. Olsen, according to eye-witnesses (one of whom is my grandmother) I fell into a seizure. I remember waking up several times on a table with a gummy substance on my head and wires sticking out of it. This was an Electro-Encephalogram (EEG), which my grandparents recall me having after this incident. I remember the wires sticking out of my head and the room filled with people. Besides the timeliness of the seizure the other peculiarity of this incident is that in a small town of 4,000 people with a small medical staff, there was from 6 to 8 people in the room with me. I remember being scared because I couldn't remember ever seeing these doctors before and that maybe I had died and they were angels.

The second to the last week of March 1994 strange things were going through my mind all this week. I finish a rather normal day at work and catch the 5:30 express Transit bus (MST bus #21) back home to Monterey. This time however i'm feeling strange. There are only 2 people on the bus (possibly another was in the very back). One a woman in full camo fatigues is sitting across diagonally in front of me. The other a very large man, (not wearing fatigues) is sitting across the aisle right next to me. We continue on our course and approach the stop by the monterey Hilton hotel. An older man possibly in his mid fifties or early 60's gets on board. We ride maybe for another 45 seconds, and the old man takes out his handkerchief (draped over both of his hands) and begins to sneeze. As he sneezes he is blowing white powder out of the handkerchief and it billows into a large white cloud directly in front of me and the others. At this point I'm unsure of completely what happened. I remember departing the bus at the station and walking home. The last weekday of March 1994, I quit my job at XXXXXX Irrigation of Salinas Valley. My boss seems not unhappy but feeling quite ok, the secretary keeps asking why I am quitting. The voice in my head which had been speaking to me sparsely at various intervals all throughout since my interview with quittner, told me to tell them I was going to work for the United States Government. I told them this and they took it quite normally, as if there was nothing strange about it.

On or about July 30th 1994, having an automatic condition and not being able to control my own thoughts or actions, I entered into the U.S. consulate in Tijuana, Mexico. I entered in at the american gate (gate G, I think) and sat down inside the consulate. I sat only for a few moments before being asked what my business was. I told them that I had a computer chip in my brain. They asked me for identification, I gave them my wallet. They removed from my wallet, my California Identification Card and my U.S. Social Security Card. I was then told to wait. One of the officials took my ID and SS card and disappeared into the back. Several minutes later he returned my Identification documents to me. I had violent tremors run through me and vibrate my entire body. I then proceeded to tell them I had a computer chip in my brain over and over. Eventually the tremors ceased and I became more calm. I was asked to leave several times and I refused. Eventually an official came up to me with a pair of handcuffs and (to the best of my recollection) said," You can go the easy way or the hard way". During this entire ordeal locally contracted mexican security guards were in the doorway of the consulate. Again I refused. Several minutes went by. I was told that it was time for the consulate to close it was 3:00 p.m. the sign on the wall clearly said closing time was 4:00 pm. I was again asked to leave. This time I didn't say anything and just sat there. A few minutes later a Tijuana policeman showed up at the door and started talking with the official. The State Department official (his initials were R.Z.) then handed the policeman a folded piece of paper wrapped around a stack of mexican peso bills. They acted quite casual for some moments. Besides the policeman talking with the official and his partner standing next to him, I noticed that just behind them outside the door were two more officers. The rest then entered the consulate and after some discussion with the state department official, approached me. They said simply, "LEAVE!". I just sat and said nothing. Two policemen on either side of me grabbed one of my arms each and dragged me up, the remaining officers each grabbed a leg and they carried me out the door. As we got out the door I let out an extremely loud scream. Several people on the street observed me being carried to the waiting police car. In the car I simply sat in back and watched them look through my backpack. The first thing they did was to gather all of my identification in my wallet and my birth certificate which was in my backpack, and write it all down. After writing this down they talked in Spanish (which I don't understand) on the radio and sat. Another police car pulled up beside us, and the policeman switched cars. The new policeman looked over my things and also wrote down all of my identification. As we were pulling away from the hippodrome another police car honked and we stopped. The officials paused and talked to each other and again the police switched cars. Finally I was taken to the new central Tijuana city jail. They took my possessions and the 'judge' deemed that they would hold me in jail rather then send me back over the border. So I slept there overnight. The next morning I was released. I was subsequently arrested the following night also after entering in a motel room (someone else's who left the door unlocked and wasn't there) and ordered a meal. I took the meal from room service and ate it, they pounded on the door demanding payment on the spot, then called the police and I was arrested. I was released the next morning. After I was released I walked aimlessly around the city until I finally went back to the consulate where I again approached the american gate and the security guards called the same state department official (R.Z.) out to the gate to talk with me. He asked me if I was feeling better, I replied yes and asked if he could help me get back to the border (San Ysidro). Several minutes later a white van arrived and I got in and was taken back to the border. Upon exiting the van I asked the mexican driver and his assistant if I could have $2.00 so I could take the train. They gave me the money and as I was exiting the van they asked me if the map of Tijuana on the floor in back was mine. I replied , "No". They asked again. I again replied, "No". They asked a third time and handed it to me. I've kept the map, the date of its accuracy is 1990. I crossed the border at san ysidro with no problem and got on a train bound for san diego.

Note: Hilton should read Hyatt....

This letter so far also does not mention the guy from my hometown who was questioned by the secret service while i was a fugitive because his parent remarried and he wound up with the same name as me. he died 5 months after marshall wise... he committed suicide on july 5th 1994, during the time i was being brainwashed.

Michael Snitker

Michael L. "Cowboy" Snitker was born March 1, 1953 in Waukon to Leonard and Phyllis Snitker. He graduated from Waukon High School in 1971.

Sept. 24, 1983 he and Jane Mathis were married in Las Vegas, NV.

A lifetime Allamakee County resident, Mike owned and operated BCM Trucking, an over-the-road trucking firm. Until recently he and Jane also owned and operated The Old Rossville Store, a restaurant in Rossville.

Mike was a regular volunteer for the Waukon Pioneer Fire Department and the Allamakee Flyers Inc., a flying club out of Waukon.

He died Sunday, Dec. 1, 1996 in rural Waukon. Mike was 43.

Surviving are his wife, his parents, a sister and her husband, Terri and Glenn Krueger, and a brother and his wife, Greg and Shirley Snitker, all of Waukon, and many nieces and nephews.

His stepson, Jason Berg, preceded him in death.

Funeral services have been set for Thursday, Dec. 5 at First Presbyterian Church in Waukon. The Rev. Larry Olson and the Right Rev. Monsignor Ed Lechtenberg will officiate. Burial will be in Mt. Olivet Cemetery with arrangements by Martin Funeral Home.

Casket bearers are Jerry Sommer, Leon Hansmeier, Lowell Gavle, Al Snitker, Billy Joe Miller and Dan Becker.

Honorary bearers are the Waukon Pioneer Fire Department; Kari Beth, Kris and Kasha Krueger; Jeremy and Jason Strub; Ashley and Andy Snitker; Chris and Kelly Thies; Beth and Brent Bitterman, and Micah and Karli Mathis.

Jason W. Berg, 19, of Waukon died Friday, June 3, 1994 at University Hospitals in Iowa City.

He was born Aug 31, 1974 in Denver, CO and lived in Wheeling, WV until he was in the first grade. Jason graduated in 1992 from Waukon High School where he won several awards in wrestling. After graduation, he continued to help with youth wrestling tournaments as a referee.

Jason attended one year at Kirkwood Community College in Cedar Rapids and one year at Hawkeye Tech in Waterloo. He had worked for SNITKER TRUCKING for several years and was currently working for Kerndt Monument Works in Waukon. He was a member of St. Patrick's Catholic Church and Allamakee County Whitetails Unlimited.

Surviving are his mother and stepfather, Jane and Mike Snitker of Waukon; father and stepmother, William and Karen Berg of Wheeling; maternal grandparents, Vince and Jean Mathis of Waukon; paternal grandparents, Charles and Mary Lou Berg of Denver, CO; step-grandparents, Leonard and Phyllis Snitker of Rossville, and paternal great-grandfather, Butch Helms of Denver, CO.

Funeral Services were held at 11 a.m. Monday, June 6 at St. Patricks Catholic Church with the Rt. Rev. Ed Lechtenberg officiating. Burial was in Mt. Olivet Cemetary. Martin Funeral Home was in charge of arrangements.

Following Jason's death, his family gave permission for his organs to be used by the University Hospital organ donor program.

Casket Bearers were Jim Cooper, Mike Needham, Mike Johanningmeier, Jason Howe, Sean Schulte and Chris Thies.

Honorary bearers were Paul Mathis, Glen Mathis, Jim Thies, Jim Bitterman, Greg Snitker, Glenn Krueger, Ron Berg, and Jim Luevane.

Please note that until i reached Iowa on December 17th, i did not know about Michael Snitker's death.

I learned also that the federal agent who came here looking for me was not with the secret service.. At least not the one who came to my grandparents house. According to an eye witness he was an FBI agent and showed his credentials. Possibly had the first name of Will. I called FBI Special Agent Jan Fedor at 5:06 PM CST on 01/02/97, and requested her help in finding the name of the Special Agent. She informed me that she could not help me and that Agents come and go and retire, and therefore it would be too hard to find it.

Dear President Clinton:

The Monterey County Board of Supervisors requests that you reject the Base Realignment and Closure Commission (BRAC) list. The BRAC Commission decision to realign Fort Hunter Liggett was not the most cost effective alternative nor the best military values decision.

In fact, there is a strong argument for keeping TEXCOM at Fort Hunter Liggett. Fort Hunter Liggett provides a total test/experimentation package. TEXCOM's isolated location provides unequaled access to extremely versatile training areas with a wide variety of weather and terrain conditions, controlled airspace to 24,000 feet, a 360 degree high energy laser testing area, isolation from ambient light and minimal radio frequency interference.

Mr Phil Coyle, Director of DOD Operational Test and Evaluation has stated that moving TEXCOM would be a "Show Stopper". Realignment would de facto close Fort Hunter Liggett and remove its capabilities from operational test use. In the BRAC process, Fort Hunter Liggett was evaluated as a training area, not a testing operation. This did not allow for TEXCOM to be evaluated as a key testing area for the Army.

Fort Hunter Liggett was not given a fair and objective hearing before the BRAC Commission. The Commission would not validate key information from preliminary Army costing documents pertaining to one-time costs for realigning TEXCOM. The community analysis based on Army working documents shows that the move to Fort Bliss will not be cost effective.

Information on one time costs, return investments and accumulated savings which showed no return on investment was prepared by the Community and presented to BRAC staff but not utilized. A review of the information would have been very valuable to the Commissioners and may have changed their decision.

The Board of Supervisors request that you reject the BRAC list. Please let us know if there is any further assistance we can provide to your office on this effort.

chief complaint; seizures.

present illness: This is an 8 year old boy who had a 3 day history of fever. He was brought into the clinic this afternoon by his grandmother for evaluation. Exam at the time didn't show anything, questionable stiff neck. We were to get a urine and CBC when he suddenly had a mild grand mal type seizure complete with incontinence of urine and stool and post ictal somnolence and he was admitted for this and to rule out encephalitis or meningitis. His temperature was only about 102 degrees.

Review of systems; HEENT: negative except for persistant headache with the fever for the last 3 days. Cardiorespiratory, GI, GU, MS, Neuro all negative.

Past medical history: Surgery, had an umblical hernia repair. Allergies to wheat, he gets some drops from Dr. Morrison at LaCrosse for this. Medications; allergy drops only

Physical examination: Temp 100.8 axillary. The patient was having some really low grade grand mal type seizures, mostly staring type seizures but he is out of it, blank stare. Skin is warm. HEENT: ears are absolutely clear. Throat looks clear. Throat culture was obtained in the office, results not back. Neck was at times stiff but sometimes seemed supple also. Lungs were clear bilaterally. Chest x-ray was normal. The abdomen was soft no tenderness whatsoever. Heart regular rythm. Extremities normal. Legs raise to greater than 90 degrees without any meningismus. Neuro, exam before the seizure was absolutely normal and again the seizure was characterized as being sort of a petit mal type thing with grand mal type of after effectsincluding incontinence of stool and urine. He vomited once. Had post ictal somnolence.

Impression: R/O central nervous system disease, such as meningitis, encephalitis.

Addendum: the patient hasd a spinal tap under sterile conditions at L-3, 4, using a 22 gauge needle, one pass, clear colorless fluid was obtained, opening pressure 17cm. of water, closing pressure 14.5 cm. of water. Three tubes of clear fluid were gotten. Laboratory results of this are back and recorded in the chart and are entirely normal.

The patient was given 15 millilouries of 99m Tc G.H. intravenously without adverse reaction. A brain scan was done on the following views: Anterior, posterior, right and left lateral and vertex. The areas of the cerebrum and cerebellum are clear. the skull outline is normal. The venous drainage appears normal.

SPECIMEN: EEG

DIAGNOSIS: MODERATELY ABNORMAL EEG BECAUSE OF DIFFUSE EXCESSIVE SLOWING Note: This would be consistent with bilateral hemisphere dysfunction. this could be seen as a post ictal phenomena. Other etiologies would be toxic, metabolic encephalopathy. I would recommend a repeat of the EEG in 2 weeks to a month.

Some 8 per second whythmic alpha activity in the posterior regions which is symmetric and asynchronous. The record is predominated by diffuse 2-3 per second alpha activity of moderate to high voltage and some irregular and sometimes rhythmic 4-7 per second theta activity. The delta activity is at times rhythmic and bilaterally synchronous, seems more prominent frontally.

1. BRIEF STATEMENT OF PRESENT ILLNESS.

He was admitted for a seizure disorder. 8 year old boy with a 3 day history of fever was seen in the office having a mild grand mal type seizure with incontinence of urine and stool and postictal somnolence.

2. PERTINENT PHYSICAL, X-RAY & LAB FINDINGS, (INCLUDING PERTINENT NEGATIVE FINDINGS.)

3. MEDICAL AND/OR SURGICAL TREATMENT (COURSE, COMPLICATIONS, CONSULATATIONS, ETC.)

Physical exam on admission temp 100.8 axillary. The patient had a low grade grand mal type seizure staring type. The rest of the exam was entirely normal except the neck was stiff at times. Exam before seizure was normal and the seizure was characterized as being a petit mal type with grand mal type aftereffects including incontinence of stool and urine. He had vomited once. Postictal somnolence. Urine was clear. Hgb. 12.6. 15,200 white count. Normal diff. 82 polys and 14 lymphs. Urine culture was neg. Spinal fluid was clear. 3.4 cells/cubic mm. 76 glucose and 43 protein. Culture of the spinal fluid was negative. Gram stain was negative. EEG showed some evidence of postictal effects. Chest x-ray neg.

4. PATIENTS CONDITION ON LEAVING THE HOSPITAL, (AMBULATORY, SELF-CARE, ABLE TO WORK, ETC.)

The patient was placed on phenobarb 15 mg. qid, aspirin suppositories and clear liquids. As time went on his temp went down and stayed down and he was also placed on Ampicillin on 13 Aug empirically. He was discharged on the 13th much improved. No further seizures noted. He was scheduled for EEG and brain scan as an outpatient and sent home on Ampicillin 250 mg. qid for 10 days and phenobarb 15 mg. qid. Recheck in the office on Friday.

6. FINAL DIAGNOSIS:

Seizure disorder, etiology undetermined.
