 Human Research Subject Protections Act of 1997
   

The subject bill was introduced in the Senate of the United Staes by Senator John Glenn of Ohio on January 22, 1997. The purpose of the bill is to provide protections to persons who are research subjects. Title I deals with general research requirements and Title II deals with the specific requirement of classified research. Most importanly, Title II prohibits the expenditure of Federal funds for classified research where a determination has been made that the reseach is exempt from review by an Institutional Review Board and/or where a Board has waived informed consent for the research subject.

The Human Research Subject Protection Act of 1997 has been referred to the subcommittee on Public Health and Safety of the Senate Labor and Human Resources Committee. Senator Mike DeWine of Ohio has requested that the chairman of the committee hold hearings on human experimentation. senator Glenn hopes that his bill will be considered in that process.

For the 105th Congress, the membership of the Subcommittee on Public Health and Safety is as follows:

I am enclosing a copy of S.193 for your personal consideration. There are several ways to express your thoughts regarding the sufficiency of the bill. Firstly, you may write your own Senator at the United States Senate, Washington, DC 20510, asking him to become a co-sponser of S.193, and explaining why you feel it is important for him to do so. I would send a copy of your letter to Senator Bill First, Chairman, Subcommittee on Public Health and Safety, c/o Majority Staff Director, 422 Dirksen Senate Office Building, Washington, DC 20510-6300.

Secondly, you may write to each of the eleven Senators who are member of the Subcommittee on Public Health and Safety. It has been suggested that you write to them care of their personal Senate offices, where your letter will be redirected to the appropriate staff person. Note carefully at the top that you are writing with regard to the Human Research Subject Protection Act of 1997, which has been referred to the Subcommittee on Public Health and Safety, Labor and Human Resources Committee, of which the Senator is a member.

Thirdly, you may wish to write to Senator Glenn, himself, expressing your appreciation for his having introduced this bill.

I advise you to keep your letters brief, to one page, if possible. It will be a long struggle to get this bill through the Senate and many letters may be required. Twelve one-page letters are far more effective than one 12-page letter. Organize your thoughts and write as succinctly as possible. Furthermore, at some point a resolution must be introduced in the House of Representatives at which time more letters will be required. Consequently, keep your letters brief and to the point.

Lastly, please send copies of all the letters you write to the International Committee. There are human rights organizations, etc., to be lobbied as well as the Congress. Your letters will enable us to get on with that job.

Offensive Microwave Weapons

Harlan E. Girard is a person of some fame in mind control circles, the reason will be evident if you delve into mind control history.

Harlan E. Girard was born in Cleveland , Ohio in 1936. He studied for the B.Chem.E. degree at Cornell University and received the B.A. degree in economics from The University of Michigan, Ann Arbor, from which he graduated in 1957.

From 1957 to 1984, Mr. Girard was employed and self-employed in a number of businesses, all of them centered on real estate development. In 1984, he returned to school to study urban design and landscape architecture at the University of Pennsylvania, from which he received the Master of Landscape Architecture degree in 1988.

Since 1988, Mr Girard has been pursuing independant research into the development, testing and evaluation of offensive microwave weapons, including especially mind-control mechanisms. He is an Associate Member of The Institute of Electrical and Electronic Engineers, a member of the Society of Photo-Optical Instrumental Engineers(SPIE), an Associate Member of the Bioelectromagnetics Society, and an Associate Member of the European Bioelelectromagnetics Association.

In 1990, Mr Girard established the Interantional Committee for the Convention Against Microwave Weapons for the purpose of continuing his work, in the event of his untimely death. The International Committee has an arms control function but it is also interested in the atrocities being committed by the United States Government (USG) in the research, development, testing and evaluation of biological process control weapons. In addition, It is interested in the USHG's compliance with the conventions to which it is a State Party, such as the Convention Against Torture. The International Committee contends that involuntary human medical experiments financed by any government are punishment per se, and the infliction of gratuitous pain and suffering on involuntary human subjects is torture within the meaning of this Convention.

Mr Girard received an Honorable Discharge from the United States Air Force in 1963, and used to be a moderate Republican.
